From Neo-Liberal Populism to Inclusive Liberalism: The Politics of Newfoundland and Labrador’s 2006 Poverty Reduction Strategy
Abstract
This article analyses the role of ideology in the development of Newfoundland and Labrador’s 2006 poverty reduction strategy - Reducing Poverty: An Action Plan for Newfoundland and Labrador. Focussing on competing ideas, rural-urban tensions, and complex relations between business, community and government officials’ efforts to construct a more inclusive social policy agenda out of the ashes of the 1998 Strategic Social Plan, we argue that the 2006 anti-poverty agenda represents a partial but important break with prior neo-liberal populist assumptions that have dominated social policy in Newfoundland and Labrador since the mid - 1980s. This paper draws on the inclusive liberalism paradigm that emphasizes social liberal principles of equality of opportunity and advocates an active role for the state in ensuring income security. Cet article analyse le rôle de l'idéologie dans le cadre de l’élaboration de la Stratégie de réduction de la pauvreté de Terre-Neuve-et-Labrador en 2006, « Réduction de la pauvreté : plan d'action pour Terre-Neuve-et-Labrador » (Reducing Poverty : An Action Plan for Newfoundland and Labrador). En mettant l’accent sur les idées rivales, les tensions entre les zones rurales et urbaines et les relations complexes entre les efforts déployés par les entreprises, les collectivités et les responsables gouvernementaux pour élaborer un programme politique social plus universel bâti sur les cendres du plan social stratégique de 1998, nous affirmons que le programme de lutte contre la pauvreté de 2006 représente une rupture, certes partielle mais néanmoins importante, avec les hypothèses néolibérales populistes qui ont régné sur la politique sociale de Terre-Neuve-et-Labrador depuis le milieu des années 1980. Cet article repose sur le modèle de libéralisme universel qui met l'accent sur les principes sociaux-libéraux de l'égalité des chances et qui prône l'intervention active de l'État pour garantir la sécurité du revenu.
