Kinship care in an era of cost containment

Abstract

Kinship care has been adopted as an alternative to traditional foster care in many jurisdictions and with variable results. This paper recounts the policy shifts that have enabled kinship care in British Columbia and the ways in which the burden of care in child welfare has been transferred from the state to family. Particular attention is paid to the role of grandmothers. A critical lens is applied to the various policy options used to achieve this transfer and to the dual agendas of family engagement and cost containment.

 

Résumé

 La prise en charge par la parenté a été adoptée en tant qu’alternative aux familles d’accueil traditionnelles dans plusieurs juridictions, avec des résultats variables. Cet article relate les changements de politiques qui ont habilité la prise de charge par la parenté en Colombie-Britannique, ainsi que la façon dont la responsabilité des soins a été transférée de l’état a la famille.  Une attention particulière sera portée au rôle que jouent les grand-mères dans ces arrangements. Nous jetterons un regard critique aux différentes options de politiques utilisées pour effectuer ce transfert de responsabilité, et aux agendas doubles de l’engagement familial et du contrôle des coûts.
